"I enjoyed the quirky comedy elements in this film and Kevin Kline's performance as Nick Starkey. Rod Steiger as Mayor Flynn is also a riot, going from 0 to 100 in the blink of an eye. Mary Elizabeth Mastrantonio and Alan Rickman provide good supporting roles, while Harvey Keitel falls flat, just zero facial expression from the man...
The overall mystery could've been written better with more detail and different pacing, but I really think Kline is the reason to watch this movie. I also wish they had explained the exact reason why Nick was fired from the police force as the implications weren't exactly clear, other than the police lieutenant not being fond of Nick's methods/behaviours.
