I'll be honest, on paper, if you pitched this movie to me, I would tell you that it was a horrendous idea. It's kind of a miracle that it works. It definitely helps that Anthony Perkins is just so good at playing Norman Bates that he brings the feeling to the right place.
Not really sure what if anything the movie had to say about Norman Bates as a character tho. Overall, I wouldn't say it's a must watch or anything but given an infinite number of Psycho sequels made two decades later for the sole purpose of a cash grab this is far from the worst it could have been. It's a solid time and if you're curious it's worth checking out."
